THE EFFECTIVENESS OF HUMAN RESOURCE MANAGEMENT AND SURVIVAL OF PARASTALALS IN NIGERIA.
ABSTRACT
Goals and objectives, human resources, and the community, are
an integral part of any organisation. For Human Resource
Management to be effective, organisational goals and objectives
must be achieved, human resource needs met, and the
expectations of the community considered and served.
The cries of parastatals for more funding from government, the
clamor for better conditions of service and basic working
rights by human resources, and. the push from communities for
better consideration by parastatals, pricked the researcher’s
curiosity to determine whether the three scenarios in Human
Resource Management of – organisation, human resources and
community – are been smoothly interwoven, and whether the
present status quo ensures the survival of parastatals now and
beyond.
Data for the research was collected using, relevant literature,
government publications, official documents,
newsletters/bulletins, questionnaires and personal interviews.
In analyzing collected data, the percentage of responses
each alternative against the total responses for the quest
were taken. The response percentage for all questions were
interpreted. The four hypothesis guiding the research were then
analysed and interpreted.
Findings at the end of the research have shown that,
parastatals have the requisite human resources to achieve their
goals and objectives. Existing compensation policies, training
and development programmes, employee safety and health
policies, and relationship with labour are inadequate,
Attitudes towards communities leave much to be desired. That
parastatals have the capacity to survive now and beyond.
Conclusively, parastatals in Nigeria are meeting their set
goals and objectives, human resource needs are not satisfied,
and communal expectations are not adequately served. In other
words, Human Resource Management in Nigerian parastatals is not
effective, though they have the potential (if well managed) to
survive.
