EMPIRICAL STUDY OF IMPACT OF ICT IN AUDITING PRACTICE OF PUBLIC SECTOR
Abstract
The integration of Information and Communication Technology (ICT) in auditing has significantly transformed public sector auditing practices, enhancing efficiency, accuracy, and transparency. This study examines the impact of ICT on auditing practices in the public sector, focusing on how technological advancements improve financial accountability, fraud detection, and overall audit effectiveness. The study explores key ICT tools such as audit software, data analytics, artificial intelligence, and cloud computing, assessing their role in reducing errors, enhancing compliance, and streamlining audit processes.
Through a combination of qualitative and quantitative approaches, data is collected from auditors and public sector institutions to evaluate the extent of ICT adoption and its effects on audit quality. Findings suggest that ICT adoption enhances audit efficiency, reduces the risk of financial mismanagement, and improves decision-making. However, challenges such as cybersecurity threats, resistance to change, and high implementation costs hinder full ICT integration.
The study concludes that continuous investment in ICT infrastructure, auditor training, and robust cybersecurity measures are essential for optimizing ICT benefits in public sector auditing. It recommends policy reforms to promote digital audit practices, ensuring greater financial accountability and governance.

CHAPTER ONE
INTRODUCTION
1.1 Background to the StudyThe advent of Information and Communication Technology (ICT) has revolutionized various sectors, including auditing in the public sector. Auditing, which involves examining financial records to ensure accuracy and compliance with regulations, has significantly improved with ICT adoption (Baldvinsdottir et al., 2020). Traditional audit processes, characterized by manual documentation and labor-intensive procedures, are increasingly being replaced by digital solutions, enhancing efficiency, accuracy, and transparency (Hunton, 2021).
ICT tools such as Computer-Assisted Audit Techniques (CAATs), data analytics, and cloud computing have reshaped auditing practices by facilitating real-time data access, automated risk assessments, and fraud detection (Vasarhelyi et al., 2018). These innovations have improved the quality of audits, minimized human errors, and strengthened financial accountability in public sector institutions (Abu-Musa, 2019). Despite these benefits, challenges such as cybersecurity threats, resistance to change, and high implementation costs remain prevalent (Alles, 2020). This study aims to examine the impact of ICT on auditing practices in the public sector, assessing its effectiveness, challenges, and future prospects.
1.2 Statement of the ProblemThe public sector is often plagued by inefficiencies, financial mismanagement, and fraudulent activities due to inadequate audit systems (Akinbuli, 2021). Traditional auditing methods have proven insufficient in addressing these issues, as they are time-consuming and prone to human errors (Gray & Manson, 2019). With the introduction of ICT tools, audit processes have been enhanced, yet many public sector organizations struggle with full adoption due to lack of technical expertise, resistance to change, and cybersecurity concerns (Debreceny, 2020).
This study seeks to investigate the extent to which ICT has improved auditing practices in the public sector, the challenges hindering its effective implementation, and strategies to maximize its benefits. Understanding these aspects will help policymakers and auditors enhance financial accountability and governance.
1.3 Research ObjectivesThis study aims to:

1.7 Scope of the StudyThe study focuses on ICT adoption in public sector auditing, analyzing its impact on audit efficiency, fraud detection, and financial transparency. The research will cover selected government institutions and auditing bodies, evaluating their use of ICT tools and identifying implementation challenges.
1.8 Limitations of the StudyThe study may face limitations such as restricted access to audit data, respondents’ reluctance to disclose sensitive information, and constraints in generalizing findings due to the specific focus on selected institutions. However, these challenges will be mitigated by ensuring confidentiality and using a diverse sample population.
