AN ASSESSMENT OF THE IMPACT OF GLOBALIZATION ON INFORMATION AND COMMUNICATION TECHNOLOGY (ICT) IN NIGERIA
ABSTRACT
This research study titled: An Assessment of the Impact of Gloabilization on
Information and Communication Technology (ICT) in Nigeria, examined the
contributions of the global application of the information and communication
technology in the development and growth of economic, political, cultural settings
etc. in Nigeria.
Globalization is broadly characterized by the emergence of a global village
activities for the whole world in which all peoples in all nations of the world are
drawn together into increasingly closer and mutually beneficial political, industrial,
financial, scientific, technological and even cultural relationships. This research
closely assessed how Nigeria evolved within this global setting with its various
national programmes, while acquiring and using the information and communication
technology facilities in relating with the whole world to achieve its objectives as a
nation.
To collect the desired data for this research work, four methods were used,
these include, documentary, observations, questionnaires and personal interviews.
In the analysis of the data collected, the study made use of descriptive and
inferential statistics.
The findings of the study were drawn from the data presented and analysed
and their implications were generally discussed relative to all stakeholders. It was
found in the research that; National Information Technology Policy has been
approved in 2001 but not much have been achieved. The liberalization of the
Telecommunications industry resulted to an increased of 21 private operators and
four (4) Global System Mobile (GSM) were issued licensed by the Nigerian
Communication Commission. As a result, the total number of Teledensity rose to
8.5 by the end of 2004, from 0.42 in 1999. Internet penetration was very low with
0.1% in 1999 to 1.4% at the end of 2004. There were a lot of developments efforts
in the IT sector. The ICT effort by the Federal Ministry of Education include;
National Virtual Library Project, National Open Universities etc. Other
developments in IT sector is the local assembly of branded computers and
accessories by Nigerian companies such as Zinox Technologies Limited, Omatek
and Unitec. Based on these findings and their implications, suggestions and
recommendations were made as to how the country can strategically provide and
use the information and communication technology facilities within the global
vii
operative setting and to connect its activities economically to the rest of the whole
world as a global village.
The recommendations of the study were that; the power supply has to be
improved, revisit National IT policy for effectiveness, adequate funding of ICT
sector, etc. It is expected that; if all the recommendations are operationalized,
Nigeria and businesses operating within will be fully connected to relate and
compete effectively with other developed nations of the world within the global
perspective.
