DESIGN AND IMPLEMENTATION OF HOSPITAL MANAGEMENT INFORMATION SYSTEM

Abstract

The increasing complexity of hospital operations and the growing demand for efficient healthcare delivery have made information management a critical component in modern medical institutions. This study focuses on the design and implementation of a Hospital Management Information System (HMIS) aimed at enhancing the efficiency, accuracy, and reliability of hospital administrative and clinical processes. The system integrates core hospital functions such as patient registration, appointment scheduling, medical records management, laboratory services, billing, and inventory control into a unified platform. The methodology employed involves system analysis, design, and implementation using structured system development techniques, including data flow diagrams (DFD), entity relationship modeling (ERM), and object-oriented programming concepts. The proposed HMIS was developed using PHP, MySQL, and HTML/CSS for a web-based interface to ensure accessibility, scalability, and security.

The implementation results demonstrated a significant improvement in data accuracy, reduced redundancy, faster retrieval of patient records, and enhanced coordination among hospital departments. Additionally, the system promotes paperless operations, thus reducing administrative costs and minimizing errors associated with manual record keeping. This study concludes that a well-designed Hospital Management Information System can substantially improve healthcare service delivery, decision-making, and resource utilization. It recommends further integration with mobile and cloud technologies to enhance interoperability and remote access for better healthcare management.

A STUDY OF COMPUTERIZED PERSONNEL MANAGEMENT AND INFORMATION SYSTEM

ABSTRACT

This work intends to provide a computer based system for the maintenance of personnel records of employees in organization. The work addresses limitations identified with manual method of handling personnel records of employees in a firm by providing a better platform to eliminate fraud, corruption, file hiding and misplacement, records falsification, duplication, fragmentation, inconsistencies and other vices attendant with manual method of handling personnel records. The Personnel Information System (PIS) software is a user friendly package that gives one the fit to accurately monitor employees’ records effortless. With Personnel Information System (PIS), the personnel records of employees in a firm regardless of their place of assignment are simultaneously integrated and rationalized through the creation of a single system that provides accurate information to all in a time and cost efficient manner. This software is designed for stand-alone windows environment, but has the ability to be networked. The interface is Visual Basic language with the structured query language (SQL). The implementation of the system will provide speedy retrieval of data as well as enhancing effective and efficient data.

CHAPTER ONE

1.1    INTRODUCTION:

This chapter introduces and presents the baseline of the thesis. It provides an overview of the study and the important issues that will be discussed and investigated

1.2    RATIONAL/THEORETICAL FRAMEWORK:

Personnel Information System is a computer based system for the maintenance of the service registers of individuals in an organization.

According to Hicks and Gullet (19974; 316), “An information system may be defined as an organized way of sending, receiving and recording messages”. Traditionally, personnel record for federal public servants of any organization in a country like ours are held in three places namely: Open and secret register of the organization at the headquarters for all the staff of the organization in the nation. The state offices for all the staff in each particular state and local government area offices for staff posted to the local government area where applicable.

There are also operational departmental records for staff at the headquarters and states head offices. This, however, led to duplication, fragmentation and inconsistencies in records of staff. Whereas, a firm’s information system should be unified, there should be no contradictions, no overlaps, and no gaps.

Information needed by many departments should be collected by one source, stored and made available to any section of the organization that needs it  (Unamka and Ewurum 1995; 329). Therefore, the Data are inaccurate and thus unreliable as a basis for decision making.

Unamka and Ewurum (1995; 329) say, “Unless a manager has the correct

information at the right time, he is unlikely to make the right decision”.

Since the data are inaccurate and unreliable, the information generated therein is of low quality and decisions taken likely to be wrong in confirmation to;

“The higher the quality of the information, the better the result of the decision Eating” (Unamka and Ewurum 1995; 329).

For instant, the name of a deceased local government area staff may continue to be appearing in the register or nominal roll of the organization at the quarters years after the staff demise, whereas his/her name has been removed from the state register or nominal roll list. Secondly, there are cases where officers obtained additional qualification beside the ones they were employed with, but these qualifications are not accredited to them at the headquarters whereas they have them at their states office files. Another case is where a couple of staff were employed at the same time, place on the same grade level and step and posted to different states, but few years later, the officers started earning different amount of money as salaries because of one manipulation or the other. Thus data gathering and updating are subject to delay or worse when files are lost. Though the existing manual system of recording information is useful, however, with the development of PERSONNEL INFORMATION SYSTEM (PIS) software, personnel records

will be simultaneously integrated and rationalized. It should then be seen as a route to eradicating all the problems of manual method of handling records through the creation of a single system that would provide accurate information to all in a time and cost efficient manner.

According to Unamka and Ewurum (1995; 329), “Information that is useful in business should be accurate and timely”.

With Personnel Information System (PIS), the details pertaining to personnel postings, qualifications, departmental test passed, training attended, family details, etc are stored in this system. With the help of nice friendly graphical interface, retrieval of information is possible based on any individual or on collective information grouped by certain categories. These categories could be designation, retirement time, length of service, place of work or location, etc. Thus the issue of ghost workers, hiding of files, falsification of records, and other vices that are often associated with manual system will be things of the past.

Therefore, Personnel Information System is very much in need for every

organization.

1.2.4 BRIEF HISTORY OF NATIONAL POPULATION COMMISSION            (NPopC):

The present National Population Commission was established in April 1988 by the legal instrument creating it (Decree No.23 of 1989).

The Commission is made up of the board members headed by the chairman and 37 federal commissioners, one each from all the states of the federation and federal capital territory. Also on the board is the Director General (DG) who happens to be the accounting officer of the commission. The board also has appointed secretary called the secretary to the commission, who oversees the secretariat of the commission. The board has the responsibility to formulate policies as directed by the federal government, while the core civil servants are saddled with the

responsibilities to carry out the policies.

The commission in other to carry out its functions effectively has eight departments and each department is headed by a director. The departments are

•        ADMIN AND SUPPLY

•        CARTOGRAPHY

•        CENSUS

•        FINANCE AND ACCOUNTS

•        INFORMATION TECHNOLOGY

•        PLANNING AND RESEARCH

•        PUBLIC AFFAIRS

•        VITAL REGISTRATION

The commission has its headquarters in Abuja and offices in all states capitals of the federation including the federal capital territory. It also has offices in the 774 local government areas of the country. Presently, the total staff strength of the commission is about five thousand. The personnel information gathering, processing and management of all the staff of the commission is carried out by the Admin and Supply department.

According to Unarnka and Ewurum (1995; 135), “Personnel Management also called human resource management is the management of people at work. That also refers to the functions and operations of a single department of the corporation which has the responsibility and authority to select and train personnel”.

This department in order to carry out the complex challenges of managing human resources is subdivided into divisions to enhance efficiency. The divisions are as follows:

•        ESTABLISHMENT:- Under which we have Open and Secret Registry,

nominal roll, salary variations, leaves and disengagement sections.

•        WELFARE:- Here we have Pensions, Gratuity, Stores, and Loans Sections

•        TRAINGS:- Here we have Manpower Development and Structure sections. 

•        APD: – Here we have Appointments, Promotions, and Discipline sections.

•        TRANSPORT: – Here we have vehicle Maintenance, Communications and

Supply sections.

•        LEGAL.

1.3    STATEMENT OF THE PROBLEM.

For the past four decades, manual personnel data management system has been used. This method has its problems and it has been proved to be very ineffective and inefficient, and some of the problems identified are:

•        Manual method of preparing, gathering and processing data as a personnel management function entails considerable manual efforts. Thus manual method is cumbersome, tiresome, boring, frustrating and time consuming.

•        Manual method has a lot of discrepancies.

•        Manual method encourages frauds and corruption. Figures are easily falsified and changed with perhaps some exchange of money.

•        Manual method inflicts severe hardship on the staff due to avoidable human errors, like misplacement of files. When there are errors, then the reliability, accuracy, neatness, tidiness, and validity of the data would be in doubt.

•        Since it is the function of the Admin Department to raise variation advice for the use of the finance and account department (pay roll), manual method requires staff that have some numerical background to do the job reliably. This

group of people are grossly inadequate, hence, we have a set of staff that were employed at the same time, place on the same grade level and step, and posted out to different states, but they earn different salaries years after due to variation preparation. 

•        Manual method results in incomplete service records of staff which undermines the personnel management function that depends upon the information gathered from the earliest stages of employee’s career. For instance, additional qualifications obtained after the initial one presented on employment may not be used to place an employee adequately due to lack of updating data or information. Further, management needs adequate information to resolve disciplinary cases fairly, otherwise there may be costly delay in obtaining decision for there is a dictum which says, ” justices delayed is justices denied or unfair decisions may be made in order not to deny justices. Besides, a great deal of staff time may be wasted tracking down missing documents.

•        Manual method of handling personnel information involves waste of paper

materials.

•        The size of the paper records with attendant management problem has

significant logistic implications to the commission.

•        Manual method encourages waste of man-hour and resources because staff employed to carry files from one point to another do some time use the time to

do something else instead of doing the job they were employed for. To see that this job is done more staff are employed than ordinary should be.

•        Manual method does not allow for the processing of large volume of data on a regular and timely basis.

Given these above scenarios, this study seeks to evaluate the various contributions of Personnel Information System (PIS) toward the improvement of inadequacies accompanying the manual method of handling personnel information issues in

National Population Commission (NPopC).

1.4 PURPOSE OF THE STUDY

This project seeks to design and develop an efficient and effective Personnel

Information System (PIS) using National Population Commission as a case study. It also aims at identifying the importance of Personnel Information System in handling personnel records against the manual method. Specifically, the following are the objective of the study.

•        To identify the various problems of manual approach towards handling

Personnel Information System in the Commission.

•        To identify and eliminate the major problems encountered through the use of manual method of processing personnel information like falsification of records, ghost workers among others.

•        To develop an integrated and rationalized Personnel Information System in NPopC.

•        To suggest other measures that will help in eradicating the problem associated with manual method of handling personnel information matters.

1.5 RESEARCH  HYPOTHESIS.

Three Null (Ho) hypothesis though not tested are proposed to strengthen the concept of the project work.

•        HI Personnel   Information   System will   enhance   significantly the processing of staff records in the National Population Commission.

•        HO Personnel Information System will not enhance significantly the processing of staff records in the National Population Commission.

•        HI Personnel Information System will significantly affect adversely the staff strength of the Commission.

•        H0 Personnel   Information   System   will   not   significantly   affect adversely the staff strength of the Commission.

•        HI Personnel Information System will eradicate fraud, corruption and other malpractices in the Commission.

•        HO Personnel Information System will not eradicate fraud, corruption and other malpractices in the Commission.

1.6 SIGNIFICANT OF THE STUDY:

This study is significant in the sense that it determines the benefit accruable to the staff of the Nation Population Commission through the use of Personnel Information System against the manual method. These include:

•        It supports large volume of data processing and storage; promote

information retrieval, addition, deletion, as well as other database updating activities.

•        It provides relevant, complete, accurate and timely information to the management and staff.

•        It exposes and equips the staff of the Commission to the field of information technology by sending them to training to acquire necessary skills in Information Technology (IT).

•        It evaluates quickly the establishment and payment changes.

•        It demonstrates the importance of modernization of information and

communication.

•        It improves the quality of information communication by making it

available to all the staff of the Commission at the time of their need.

•        The system will enable the managers of the Commission discharge their managerial function easily on any staff at any level due to availability of information.

•        It demonstrates how business needs could be met efficiently and effectively through the application of information tools made available by the advances in the field of science and technology.

•        The software will be able to compliment personnel database with payroll   database.   Hence,   enhancing   the   Personnel   Management Information System and tighten the control of the payroll database.

Background: With the pervasive growth of digital communication and data exchange over Wide Area Networks (WAN) and Local Area Networks (LAN), the security of transmitted information becomes paramount. The RSA (Rivest-Shamir-Adleman) algorithm, a widely adopted public-key cryptosystem, offers a robust solution for secure data transmission through its principles of asymmetric encryption. This study focuses on the implementation of the RSA algorithm to secure data communication over both WAN and LAN channels, aiming to enhance the confidentiality and integrity of sensitive information.

Methods: The implementation involved the development of encryption and decryption modules based on the RSA algorithm. A secure key exchange mechanism was established for secure communication between parties. The study utilized real-world network scenarios, simulating WAN and LAN environments to evaluate the algorithm’s performance in terms of computational efficiency, data integrity, and resistance against potential cyber threats.

Results: The implementation demonstrated successful encryption and decryption processes using the RSA algorithm for both WAN and LAN channels. The computational overhead, key generation times, and encryption/decryption speeds were assessed, providing insights into the algorithm’s feasibility for real-time data transmission. The study also evaluated the resilience of the RSA algorithm against common cryptographic attacks, affirming its robustness in maintaining data security.

Conclusion: The successful implementation of the RSA algorithm for data encryption and decryption in WAN and LAN channels underscores its efficacy in securing digital communication. The findings highlight the algorithm’s versatility, offering a viable solution for diverse networking environments. As digital threats continue to evolve, the RSA algorithm’s adaptability and resistance to attacks position it as a valuable tool for safeguarding sensitive information in contemporary networked systems. Further research may explore optimizations and integrations with emerging technologies to ensure the continued relevance and effectiveness of the RSA algorithm in evolving cybersecurity landscapes.

INTRUSION DETECTION USING BIG DATA AND DEEP MIND NETWORK

CHAPTER ONE

INTRODUCTION

1.1 Background of the study

Providing protection and privacy of big data is one of the most important challenges facing developers of security management systems, especially with the large expansion of the use of Internet networks and the rapid growth of the volume of data generated from several sources. This expansion and growth gave more space to hackers to launch their malicious attacks and use development techniques and tools for intrusion. On the other hand, researchers and developers of intrusion detection systems seek to increase the efficiency of malicious attack detection and the prediction of early attacks. Intrusion detection systems are one of the most important systems used in cyber security. Intrusion refers to attempts to compromise the confidentiality, integrity, availability of security mechanisms of computer or network resources or to bypass them. Intrusion detection systems (IDSs) are the hardware or software that monitors and analyzes data flowing through computers and networks to detect security breaches that threaten confidentiality, integrity or availability of a system’s resources [9]. Intrusion detection systems use two basic methods to analyze events and detect attacks: misuse detection and anomaly detection. Misuse detection (or signature-based detection) is an analysis of system activities to search and detect patterns of attacks identical to or similar to previously known attack patterns and stored in a database intrusion detection system. An anomaly detection is the detection of unusual patterns of behavior in network traffic and it relies on building models that represent the normal behavior of users, hosts or the network where patterns of behavior that deviate from these models are detected and often represent abnormal behavior. The anomaly detection approach is based on machine learning, artificial neural networks, and deep learning techniques that have been widely used recently in the development of intrusion detection systems for mining and extracting knowledge through the training and testing of datasets [5]. Recently big data is being used in intrusion detection. Big data is data that is difficult to store, manage or manipulate using traditional techniques. The characteristics of big data include volume, variety and velocity [35] and they represent a major challenge for intrusion detection systems [28]. Volume refers to the quantity of data where data are generated from several different sources having exploded very dramatically over recent years. This requires monitoring and analyzing network traffic to integrate with the management and processing of big data. The large volume of data is often associated with another challenge, which is variety, meaning different data sources and therefore various data types including structured, semi-structured and unstructured data. Moreover, variety refers to heterogeneous data. Large IT infrastructures can generate huge quantities of data from many resources, such as application servers, networks, and workstations. Analyzing and monitoring heterogeneous data is a complex challenge and exacerbates the problems facing intrusion detection systems [36]. The huge change in the size and variety of data has also led to a change in the speed of data generation and streaming, referred to as velocity.

1.2 Statement of the problem

Big data management and computing technologies have been created and developed over the last few years, including Hadoop [26], Apache Spark [33], Hive [31] and NoSQL [14]. Big data techniques have many advantages, such as speed in receiving, storing and processing data of various types. This work proposes an assessment of integration between the management and computation of big data and deep learning techniques using Apache Spark and the Keras deep learning library. A deep neural network, random forest and gradient boosted tree were used for classificaton, and kmeans clustering technique is used feature selection by calculating the degree of homogeneity. These suggested approaches are applied on two recent datasets, namely CICIDS2018 and UNSW-NB15, both of which contain a set of common and updated attacks.

Ultimately it is the human drive to be successful and efficient in communicating, processing, and transmitting information that drives this process.

Let us look back at the technological developments that have taken place at the end of the nineteenth century and the beginning of the twentieth century. At that time, our “modern” information exchange and communication by telegraphy (1837, Samuel Morse F. B.) or telephony (1876, Alexander Graham Bell) were in their infant stages. Telephones were innovative pieces of equipment that had to be integrated into companies or offices in order to process information more efficiently and rapidly without having to go through an interconnecting party. These developments were tools of communication which eventually seeded the development of today’s modern communication— an integrated solution for communication and collaboration, in short, unified communications/unified messaging.

INTRODUCTION

1.1   BACKGROUND TO THE STUDY

Cybersecurity through ethical hacking plays an important role in the ongoing development of banking industry, as well as Internet services (Odinma, 2010). Enhancing cybersecurity and protecting critical information infrastructures are essential to each nation’s security and economic well-being (Odinma, 2010). Making the Internet safer (and protecting Internet users) has become integral to the development of new services as well as government policy.

An ethical hacker is a computer and networking expert who systematically attempts to penetrate a computer system or telecommunication network on behalf of its owners for the purpose of finding security vulnerabilities that a malicious hacker could potentially exploit (Okonigene & Adekanle, 2009).

Ethical hackers use the same methods and techniques to test and bypass a system’s defenses as their less-principled counterparts, but rather than taking advantage of any vulnerabilities found, they document them and provide actionable advice on how to fix them so the organization can improve its overall security (Laura, 1995). The purpose of ethical hacking is to evaluate the security of a network or system’s infrastructure. It entails finding and attempting to exploit any vulnerabilities to determine whether unauthorized access or other malicious activities are possible. Vulnerabilities tend to be found in poor or improper system configuration, known and unknown hardware or software flaws, and operational weaknesses in process or technical countermeasures. One of the first examples of ethical hacking occurred in the 1970s, when the United States government used groups of experts called “red teams” to hack its own computer systems (Laura, 1995). It has become a sizable sub-industry within the information security market and has expanded to also cover the physical and human elements of an organization’s defenses. A successful test doesn’t necessarily mean a network or system is 100% secure, but it should be able to withstand automated attacks and unskilled hackers.

Deterring cybercrime is an integral component of a national cybersecurity and critical information infrastructure protection strategy. In particular, this includes the adoption of appropriate legislation against the misuse of ICTs for criminal or other purposes and activities intended to affect the integrity of national critical infrastructures (Adebusuyi, 2008). At the national level, this is a shared responsibility requiring coordinated action related to prevention, preparation, response and recovery from incidents on the part of government authorities, the private sector and citizens.

The exceptional outbreak of cyber-crime in Nigeria in recent times was quite alarming, and the negative impact on the socio-economy of the country is highly disturbing. Over the past twenty years, immoral cyberspace users have continued to use the internet to commit crimes; this has evoked mixed feelings of admiration and fear in the general populace along with a growing unease about the state of cyber and personal security (Oliver, 2010). This phenomenon has seen sophisticated and extraordinary increase recently and has called for quick response in providing laws that would protect the cyber space and its users.

The first recorded cyber murder was committed in the United States seven years ago. According to the Indian Express, January 2002, an underworld don in a hospital was to undergo a minor surgery. His rival went ahead to hire a computer expert who altered his prescriptions through hacking the hospital’s computer system. He was administered the altered prescription by an innocent nurse, this resulted in the death of the patient. Statistically, all over the world, there has been a form of cyber-crime committed every day since 2006. Prior to the year 2001, the phenomenon of cyber-crime was not globally associated with Nigeria. This resonates with the fact that in Nigeria we came into realization of the full potential of the internet right about that time. Since then, however, the country has acquired a world-wide notoriety in criminal activities, especially financial scams, facilitated through the use of the Telecommunication facilities.  Nigerian cyber criminals are daily devising new ways of perpetrating this form of crime and the existing methods of tracking these criminals are no longer suitable for to deal with their new tricks (Adebusuyi, 2008). The victims as well show increasing naivety and gullibility at the prospects incited by these fraudsters. This paper seeks to give an overview of ethical hacking and cyber-security in Nigerian banking industry, outline some challenges and proffer solutions.

In 2014, the National Assembly of Nigeria made a bold move in the war against cybercrime when the Senate passed the Cybercrime Bill. This feat in addition to the cyber security strategy and policy documents introduced by the Office of the National Security Adviser (NSA) are attributes that will strengthen cyber security.

1.2   STATEMENT OF THE PROBLEM

The issue of cyber security is one that has been discussed by many people with various perspectives on the issue, most coming at it from different sides than the others. Cyber-crimes have gone beyond conventional crimes and now have threatening ramifications to the national security of all countries, even to technologically developed countries as the United States. The illegal act may be targeted at a computer network or devices e.g., computer virus, denial of service attacks (DOS), malware (malicious code). the illegal act may be facilitated by computer network or devices with target independent of the computer network or device”. However, ethical hacking has been used by various telecommunication companies to cover the loophole and this study is providing an overview on the issues and the solutions.

The need to handle such large volumes of data led to the development of knowledge-based expert systems. These automated systems performed important functions such as identifying fraudulent phone calls and identifying network faults. The problem with this approach is that it is time consuming to obtain the knowledge from human experts (the “knowledge acquisition bottleneck”) and, in many cases, the experts do not have the requisite knowledge. The advent of data mining technology promised solutions to these problems and for this reason the telecommunications industry was an early adopter of data mining technology (Roset et al, 1999).

Telecommunication data pose several interesting issues for data mining. The first concerns scale, since telecommunication databases may contain billions of records and are amongst the largest in the world. A second issue is that the raw data is often not suitable for data mining. For example, both call detail and network data are time-series data that represent individual events. Before this data can be effectively mined, useful “summary” features must be identified and then the data must be summarized using these features. Because many data mining applications in the telecommunications industry involve predicting very rare events, such as the failure of a network element or an instance of telephone fraud, rarity is another issue that must be dealt with. The fourth and final data mining issue concerns real-time performance because many data mining applications, such as fraud detection, require that any learned model/rules be applied in real-time (Ezawa & Norton, 1995). Several techniques has also been applied is tackling all these issues in telecommunication companies.

Telecommunication networks are extremely complex configurations of equipment, comprised of thousands of interconnected components. Each network element is capable of generating error and status messages, which leads to a tremendous amount of network data. This data must be stored and analyzed in order to support network management functions, such as fault isolation. This data will minimally include a timestamp, a string that uniquely identifies the hardware or software component generating the message and a code that explains why the message is being generated. For example, such a message might indicate that “controller 7 experienced a loss of power for 30 seconds starting at 10:03 pm on Monday, May 12.”

Due to the enormous number of network messages generated, technicians cannot possibly handle every message. For this reason expert systems have been developed to automatically analyze these messages and take appropriate action, only involving a technician when a problem cannot be automatically resolved (Weiss, Ros & Singhal, 1998). This study is focused on MTN Nigeria.

MTN Nigeria is part of the MTN Group, Africa’s leading cellular telecommunications company. On May 16, 2001, MTN became the first GSM network to make a call following the globally lauded Nigerian GSM auction conducted by the Nigerian Communications Commission earlier in the year. Thereafter the company launched full commercial operations beginning with Lagos, Abuja and Port Harcourt. MTN paid $285m for one of four GSM licenses in Nigeria in January 2001. To date, in excess of US$1.8 billion has been invested building mobile telecommunications infrastructure in Nigeria.

Since launch in August 2001, MTN has steadily deployed its services across Nigeria. It now provides services in 223 cities and towns, more than 10,000 villages and communities and a growing number of highways across the country, spanning the 36 states of the Nigeria and the Federal Capital Territory, Abuja. Many of these villages and communities are being connected to the world of telecommunications for the first time ever.

1.2   STATEMENT OF THE PROBLEM

Fraud is a serious problem for telecommunication companies, leading to billions of dollars in lost revenue each year. Fraud can be divided into two categories: subscription fraud and superimposition fraud. Subscription fraud occurs when a customer opens an account with the intention of never paying for the account charges. Superimposition fraud involves a legitimate account with some legitimate activity, but also includes some “superimposed” illegitimate activity by a person other than the account holder. Superimposition fraud poses a bigger problem for the telecommunications industry and for this reason data mining technique is used for identifying this type of fraud. These applications should ideally operate in real-time using the call detail records and, once fraud is detected or suspected, should trigger some action. This action may be to immediately block the call and/or deactivate the account, or may involve opening an investigation, which will result in a call to the customer to verify the legitimacy of the account activity. However, this study will examine various data mining techniques of telecommunication companies in Nigeria.

LIMITATION OF STUDY
