Abstract

This study focuses on the Development of a Smart Port Management System, a comprehensive, technology-driven framework designed to optimize port operations, enhance efficiency, and ensure sustainability. The proposed system integrates cutting-edge technologies such as the Internet of Things (IoT), Artificial Intelligence (AI), and Big Data analytics to streamline processes such as cargo handling, vessel scheduling, and resource allocation.

Key features of the system include real-time monitoring of port activities, predictive maintenance for port equipment, and automated decision-making to reduce human error. The study also highlights the potential benefits of smart port management, including improved operational efficiency, reduced turnaround time for vessels, enhanced security measures, and a significant reduction in environmental impact. Case studies of successful smart port implementations in leading maritime hubs are reviewed to provide insights into best practices.

Challenges such as high initial investment costs, cybersecurity risks, and the need for skilled personnel are discussed, with recommendations for overcoming these barriers. The research concludes that adopting a smart port management system is essential for ports aiming to remain competitive in the rapidly evolving global maritime industry.

Introduction

1.1 Background of the Study

The rapid growth of global trade has significantly increased the demand for efficient port operations, making ports essential nodes in international supply chains. According to Stopford (2009), ports serve as critical gateways for the movement of goods, playing a central role in economic development. However, traditional port management systems face challenges such as inefficiencies, delays, environmental concerns, and security vulnerabilities. These challenges necessitate the development of smart port management systems, which leverage advanced technologies like the Internet of Things (IoT), Artificial Intelligence (AI), and Big Data analytics to optimize operations (Heilig, Schwarze, & Voß, 2017).

Smart port management systems are designed to integrate various port operations, including cargo handling, vessel scheduling, logistics management, and environmental monitoring, into a unified digital platform. By using real-time data and predictive analytics, these systems can enhance decision-making, minimize resource wastage, and improve overall operational efficiency (Acciaro, Ghiara, & Cusano, 2014). Leading ports globally, such as Rotterdam and Singapore, have already implemented smart technologies, serving as benchmarks for innovation in port management.

1.2 Statement of the Problem

Despite their critical importance, many ports, especially in developing regions, still rely on outdated systems that are unable to cope with the demands of modern maritime trade. Inefficiencies such as prolonged vessel turnaround times, poor resource utilization, and inadequate security measures result in economic losses and operational bottlenecks (UNCTAD, 2022). Furthermore, the environmental impact of port operations, including greenhouse gas emissions and water pollution, has become a growing concern (Notteboom & Rodrigue, 2020).

The absence of an integrated, technology-driven port management system limits the ability of ports to meet these challenges effectively. This study addresses the need for a smart port management system that can improve efficiency, enhance sustainability, and ensure the seamless operation of modern ports.

1.3 Objectives of the Study

The primary objective of this study is to develop a smart port management system that integrates advanced technologies to optimize port operations. Specific objectives include:

To identify the key inefficiencies in traditional port management systems.

To design a smart port framework that leverages IoT, AI, and Big Data analytics.

To evaluate the impact of the proposed system on operational efficiency, sustainability, and security.

To recommend strategies for implementing smart port technologies in developing countries.

1.4 Research Questions

To achieve the objectives, the study seeks to answer the following questions:

CHAPTER ONE

INTRODUCTION

1.1  BACKGROUND OF THE STUDY

The complexity in administrative process in many organizations requires a modernized system approach to ease the process

The basis for all management information system is a computer system. Computer have transformed the business world as we know it, whether it’s a small business that uses computers for keeping inventory or accounting records of its operations or large businesses that uses computers for about every operations, computers are here to stay.  Computers can take a business one step further, especially in the case of small business owners since business represents more than half of the economy.

By way of definition, a computer system is an electronic device that accepts data, processes the data in accordance with user instruction ( program) and generates results.  It consists of input, output, storage and processing units.  It is a functional unit that can perform substantial computations, including numerous arithmetic and logical operations.  Based on classification, a computer system can be classified based on size, purpose, technology.

Oriha (2007) describes computer technology as rapidly advancing and innovations in the business world are constantly emerging while related cost in operation drops.  The fast changing business world and the need for managers to be innovative, creative and be efficient makes the computer a vital instrument to reckon with in this 21st century.  Computers and other communication equipments have made it possible to combine jobs which were previously carried out separately.   Before the invention of computer system and its application to business operations, data collected for business purpose were processed and manipulated manually.  This on its own has a lot of drawbacks to the effective running of business activities.  During this period, data generated were recorded on paper, stored in filling cabinets and processed manually using simple procedures and office equipments such as typewriter, calculators, duplicating machines and so on.

This challenge of slow pace in information processing and the desire to have an information base that can respond almost immediately to management information need has led to the development of management information system.  This is a system or process that provides the information necessary to manage an organization effectively.  The challenges to establishing and implementing an effective management information system are novel and difficult, but not unyielding.  The application of organizational development techniques holds great potential to surmount these obstacles and may provide organizations with significant advantages from developments in computing technology in the twenty first century.  Evidence suggests that leading edge organizations are turning towards an integrated approach to Information Research Management (IRM).

Moga (2007) sees information system as a mechanism to ensure that information is available to managers in the form they want it and when they need it. It is designed to support their work through providing relevant information for their decision making,.

The benefits that advances in computer and information system technology offer to organizations in the 21st century seem indisputable, but whether organizations will actually achieve them, however, seems very much in question.  While the foundation for this philosophy (MIS) rests on a strategy for integrating useful changes in computing technology into organizations, management information system must also encompass managerial and policy components.  This is why a tripartite approach to information system adoption and implementation focusing on the technical, managerial, and policy dimensions.

Management Information System and the information it generates are generally considered essential components of prudent and reasonable business decisions.  The importance of maintaining a consistent approach to the development, use and review of management information system within the institution must be an on-going concern for any serious institution.

1.2  STATEMENT OF THE PROBLEM

Survival in the very competitive and constantly changing business environment remains a key in modern Universitying system operations.  Business has evolved together with the history of man and the scope is continually increasing both in size and complexity.  This has opened the quest for business owners to constantly search for easier means of exchanging and generating timely and relevant information.   The delay witnessed in gathering and generating this information and the reduction in its relevance has been a major problem.  Some unavoidable errors due to human factors in the manual data processing is also a great problem and this have the capacity of limiting the effectiveness of the decision or render the information useless.

Business like any other profession also needs documentation of relevant transactions for reference and development purposes.  It therefore becomes necessary for a business to have a tool it can use to store, transfer and retrieve information when needed at a reasonable pace of time.  This important requirement of business has not been enhanced greatly with the manual means of business operation.

Other problem associated with manual information processing includes:

–      High and excessive cost of generating and processing data.  This aggravates the  aggregate operating cost and limits operational efficiency.

–      Unnecessary delay and waste of both time and resources. Customers are delayed as they spend much hours staying on queue and eventually offered poor and questionable service.

–      There are also high and unprecedented records of litigations between customers and businesses.  This was as a result of errors in the manual processing of data.

1.3  OBJECTIVES OF THESTUDY

The major purposes of this research work include the following:

1.    To determine whether Management Information System application and enhancement to existing systems adequately support corporate goal.

2.    To determine the real time in change in information policy affecting change in corporate organization?

3.    To examine the corporate posture of the organization by the application of management information system.

4.    To examine the relationship between quality information and decision making

 1.4 SIGNIFICANCE OF THE STUDY

       The significance of this study are as follows;

–      The study will help educate management, workers and other connected persons who have stake their resources and livelihood on the organization as they would remain at information equilibrium.

–      The study will also be of great usefulness to students carrying out a further research on this topic or related field.

–      Information provided and stored concerning staff, customers, production, marketing, accounting and so on can easily be retrieved when needed through this study.

–      To various organizations, this study will serve as a form of review or appraised of the use of computer in business operations.

–      To the general public, the research is very useful to the extent that it will improve their understanding of the impact of computer as the basic for management information system on business operations.

1.5  RESEARCH QUESTIONS

INTRODUCTION

1.1 Background of the study

For the effective administration of higher educational institutions in Nigeria, the challenges of the 21st century have placed a greater demand on administrators to intensity action in evolving efficient records management policies and procedures to function as self sustaining institutions just as business concerns and remain relevant through competition in this global era. In carrying out its core roles of teaching, learning, research and development of community higher educational institutions create and use various forms of records. The evolvement, adoption and use of proper records management policies and procedures could positively contribute to university’s accountability and good governance, capable of creating a virile university sub-sector in the Nigerian economy. Sapre-Obi (2014) holds that proper records management could help universities to manage their information, efficiently fulfill their mandate, protect them from litigations, preserve their corporate memory, and foster accountability and good governance. Popoola (2000), had actually emphasized how every modern system of government or administration, be they public or private, humanitarian or profit oriented keeps records of its transactions for administrative purposes – planning, decision-making and control which should have timely access.

There seem to be agreement among researchers in the field of records management concerning the meaning of records. Records, in the views of Weeks (1986), Ugwunze (1992), Popoola (2003), Enemute (2005), Sapere-Obi (2014) and Ajewole (2001), etc. are information received and kept, regardless of the form or medium received and maintained by an agency, institution, organization or individual in pursuit of its legal obligations or in the transaction of business. Generally, these are documentary evidence of transactions made or received in pursuance of legal obligations, irrespective of the physical form or characteristics of the media. Such recorded information could be on paper, audiotapes, videotapes, microfilms, photographs, slides and such computer readable as computer tapes, disks, compact and optical disks.

Records management in the conceptualization of Ugwunze (1992), Popoola (2003), Enemute (2005), and Sapere-Obi (2014) could mean a management science that deals with controlling the quantity, quality and cost of records and it encompasses the procedural system operations, space, equipment and staff required to administer the records. Record management means creation, control and disposal of records, it includes planning and developing classification schemes, operating and maintenance of files and other documents, checking undue proliferation of records, planning and maintenance of record rooms, preparation of indexes. Records when managed properly could go a long way in enhancing the administration of institutions that keep such.

Records management is a cyclical process of sequential steps and procedures that are logically and systematically arranged. Weeks (1986), Gower (1989) and Sapere-Obi (2014), agree with others and carefully identified the basic components of records management to include filling, storage, retrieval, retention, and disposal. The essence of record management in higher educational institutions is to ensure effectiveness, efficiency and proper economy of records generated, created or received by school administration. Records management in higher educational institutions largely depend on recorded information which could be on paper, audiotapes, videotapes, microfilms, photographs, slides and such computer readable as computer tapes, disks, compact and optical disks. It is generally believed that the ability of an organization in managing its records could be a prerequisite to effective administration.

In higher educational systems, some of the vital records produced and used include personal (employee) and financial records. Personal record could be those that contain initial application forms, results, and physical examination, periodic appraisals, transfer and promotion to mention some. It is argued that management of personnel records is likely to pose problems because of their bulk, longevity, sensitivity and occupy valuable space in offices. Financial records are all transactions kept in relation to financial matters. These include budget allocation, budget requests, statement of expenditure, shipment receipts, invoices, requisitions, purchase orders, receipts of monies received or expended, etc. Records management has become a basic aspect of the organizational life of higher educational institutions. Proper functioning of higher educational systems would require the generation and transaction of information in the form of records for teaching, learning, research and general administration in meeting set goals.

In Bayelsa State, a look at the way information is generated, used, stored and disposed in higher educational institutions could reveal the lack of expertise and efficiency in its handling. As sensitive as records are in higher educational institutions, it has become worrisome that vital records for teaching – learning, research and general administrative purposes may be very difficult and time consuming to trace and use even if they exist. Recorded information in files are usually mixed up or lost. Files may not have been properly labeled and kept in designated cabinets for easy access and use.

The observable dusty nature of files usually mixed up, found on the floors at the conners of offices could easily reveal that something had either gone wrong with the records management procedures or such personnel are incompetent in handling such assignments. This corroborates with the submissions of Ugwunze (1992), Popoola (2003), Ajewole (2001), Enemute (2005) and Sapere-Obi (2014), who strongly view the level of educational attainment of records personnel could affect the way records are handled. Since records form the heart beat of school administration, the absence of proper management policies, procedures and personnel could pose great challenges to administrative effectiveness.

It is possible that so many people may have at one point or the other become disappointed with the way administrative records have been handled which may have resulted to conflicts and litigations against institutions, capable of increasing costs. It could be possible that these supposed inadequacies in the records management systems of higher educational institutions may have negatively impinge on overall school administration and capable of slowing down progress. This study was therefore carried out to determine the extent to which records management is adequate and the implications of such findings on administration of higher educational institutions in Bayelsa State, Nigeria.

1.2 Statement of Problem

It is true that records would continue to play cardinal roles in the administration of higher educational institutions. This is because every modern institution or system of administration is sustained by records. The way such records are created, filed, retained,retrieved, stored and disposed could have an overall effect on the effectiveness of the administration. Also, competence is required on the part of those who perform these duties, in enabling the maintenance of best practices based on globally accepted standards. For Higher educational institutions in Bayelsa State and indeed Nigeria to become effective in their administrations, there is the need for effective, adequate and well organized records management procedures to be put in place and implemented for overall goal achievement.

Preliminary observations revealed that records staff deal with huge information and many not possess adequate knowledge of the life cycle of records and could probably lack the inertia for managing such in higher educational institutions in Bayelsa State. In these institutions, records could easily be sighted heaped at the corners of offices and have become very dusty as available filling cabinets are filled to capacity. It could be possible that higher educational institutions in Bayelsa State may not have well thought out records management policies and procedures that are implemented, considered comprehensive enough to support effective administration. Situations seem to abound where required records needed to actualize administrative process could not be trace easily or found at all. These range from students issues through personnel matters to other administrative concerns and are capable of creating considerable challenges to general institutional effectiveness in higher educational institutions. The problem of this study therefore is “to what extent are the records management systems adequate in higher educational institutions in Bayelsa State, Nigeria?” The study was therefore carried out to determine the extent to which records management systems are adequate in higher educational institutions in Bayelsa State, Nigeria and make inferences on how these could affect administration.

1.3 Purpose of the Study

The general purpose of the study was to examine the extent to which records management systems are adequate in higher educational institutions in Bayelsa State. But specifically, the study was carried out:

1.    To  find  out  the  extent  to  which  the  filling  of  records  is  adequate  in  higher educational institutions in Bayelsa State.

2.    To determine the extent to which storage facilities of records are adequate in higher educational institutions in Bayelsa State.

3.    To determine the extent to which the retrieval systems of records are adequate in higher educational institutions in Bayelsa State.

4.    To determine the extent to which the qualification of records staff are adequate in higher educational institutions in Bayelsa State.

5.    To determine the extent to which the records disposal systems are adequate in higher educational institutions in Bayelsa State.

CHAPTER ONE

INTRODUCTION

1.1  BACKGROUND OF THE STUDY

The basis for all management information system is a computer system. Computer have transformed the business world as we know it, whether it’s a small business that uses computers for keeping inventory or accounting records of its operations or large businesses that uses computers for about every operations, computers are here to stay.  Computers can take a business one step further, especially in the case of small business owners since business represents more than half of the economy.

By way of definition, a computer system is an electronic device that accepts data, processes the data in accordance with user instruction ( program) and generates results.  It consists of input, output, storage and processing units.  It is a functional unit that can perform substantial computations, including numerous arithmetic and logical operations.  Based on classification, a computer system can be classified based on size, purpose, technology.

Oriha (2007) describes computer technology as rapidly advancing and innovations in the business world are constantly emerging while related cost in operation drops.  The fast changing business world and the need for managers to be innovative, creative and be efficient makes the computer a vital instrument to reckon with in this 21st century.  Computers and other communication equipments have made it possible to combine jobs which were previously carried out separately.   Before the invention of computer system and its application to business operations, data collected for business purpose were processed and manipulated manually.  This on its own has a lot of drawbacks to the effective running of business activities.  During this period, data generated were recorded on paper, stored in filling cabinets and processed manually using simple procedures and office equipments such as typewriter, calculators, duplicating machines and so on.

This challenge of slow pace in information processing and the desire to have an information base that can respond almost immediately to management information need has led to the development of management information system.  This is a system or process that provides the information necessary to manage an organization effectively.  The challenges to establishing and implementing an effective management information system are novel and difficult, but not unyielding.  The application of organizational development techniques holds great potential to surmount these obstacles and may provide organizations with significant advantages from developments in computing technology in the twenty first century.  Evidence suggests that leading edge organizations are turning towards an integrated approach to Information Research Management (IRM).

Moga (2007) sees information system as a mechanism to ensure that information is available to managers in the form they want it and when they need it. It is designed to support their work through providing relevant information for their decision making,.

The benefits that advances in computer and information system technology offer to organizations in the 21st century seem indisputable, but whether organizations will actually achieve them, however, seems very much in question.  While the foundation for this philosophy (MIS) rests on a strategy for integrating useful changes in computing technology into organizations, management information system must also encompass managerial and policy components.  This is why a tripartite approach to information system adoption and implementation focusing on the technical, managerial, and policy dimensions.

Management Information System and the information it generates are generally considered essential components of prudent and reasonable business decisions.  The importance of maintaining a consistent approach to the development, use and review of management information system within the institution must be an on-going concern for any serious institution.

1.2  STATEMENT OF THE PROBLEM

Survival in the very competitive and constantly changing business environment remains a key in modern Universitying system operations.  Business has evolved together with the history of man and the scope is continually increasing both in size and complexity.  This has opened the quest for business owners to constantly search for easier means of exchanging and generating timely and relevant information.   The delay witnessed in gathering and generating this information and the reduction in its relevance has been a major problem.  Some unavoidable errors due to human factors in the manual data processing is also a great problem and this have the capacity of limiting the effectiveness of the decision or render the information useless.

Business like any other profession also needs documentation of relevant transactions for reference and development purposes.  It therefore becomes necessary for a business to have a tool it can use to store, transfer and retrieve information when needed at a reasonable pace of time.  This important requirement of business has not been enhanced greatly with the manual means of business operation.

Other problem associated with manual information processing includes:

–      High and excessive cost of generating and processing data.  This aggravates the  aggregate operating cost and limits operational efficiency.

–      Unnecessary delay and waste of both time and resources. Customers are delayed as they spend much hours staying on queue and eventually offered poor and questionable service.

–      There are also high and unprecedented records of litigations between customers and businesses.  This was as a result of errors in the manual processing of data.

1.3  OBJECTIVES OF THESTUDY

The major purposes of this research work include the following:

1.    To determine whether Management Information System application and enhancement to existing systems adequately support corporate goal.

2.    To determine the real time in change in information policy affecting change in corporate organization?

3.    To examine the corporate posture of the organization by the application of management information system.

4.    To examine the relationship between quality information and decision making

 1.4 SIGNIFICANCE OF THE STUDY

       The significance of this study are as follows;

–      The study will help educate management, workers and other connected persons who have stake their resources and livelihood on the organization as they would remain at information equilibrium.

–      The study will also be of great usefulness to students carrying out a further research on this topic or related field.

–      Information provided and stored concerning staff, customers, production, marketing, accounting and so on can easily be retrieved when needed through this study.

–      To various organizations, this study will serve as a form of review or appraised of the use of computer in business operations.

–      To the general public, the research is very useful to the extent that it will improve their understanding of the impact of computer as the basic for management information system on business operations.

1.5  RESEARCH QUESTIONS

The following are the research questions which the research work would seek to answer:

–      Does management information system application and enhancement to existing system support the organization corporate goal?

–      To what extend does change in information policy affect change in corporate organization?

–      What is the relationship between corporate posture of the organization and its application of MIS?

–      What is the relationship between quality information and effective decision making in MIS?

1.6  SCOPE OF THE STUDY

The application of management information system is practicable in education, service and manufacturing sector.  However, for the purpose of this study, University of Abuja Health Services as one of the active participants in the service industry is chosen. 

1.7 LIMITATION OF THE STUDY

The study limited to the data and information made available by the University. And this includes the following:

–      Time constraint with respect to gathering needed data for the research work.

–      The unwillingness of some staff to reveal some information due to fear of revealing to competitors is also a limitation.

–      Finance: Insufficient finance lead to challenges to effectiveness of this research work.

However, all these limitations are mot given as a plat form to reduce the intellectual acceptance and provisional guidance that the research offers.

CHAPTER ONE

INTRODUCTION

1.1 Background of the study

The information revolution and the extraordinary increase in the spread of knowledge have given birth to a new era–one of knowledge and information which effects directly economic, social, cultural and political activities of all regions of the world, including Africa. Governments worldwide have recognized the role that Information and Communication Technologies could play in socio-economic development. A number of countries especially those in the developed world and some in developing countries are putting in place policies and plans designed to transform their economies into an information and knowledge economy. Countries like USA, Canada, and a number of European countries, as well as Asian countries like India, Singapore, Malaysia, South Korea, Japan, and South American countries like Brazil, Chile, and Mexico among others, and Australia and Mauritius either already have in place comprehensive ICTs policies and plans or are at an advanced stage of implementing these programmes across their economies and societies. Some of these countries see ICTs and their deployment for socio-economic development as one area where they can quickly establish global dominance and reap tremendous payoff in terms of wealth creation and generation of high quality employment. On the other hand, some other countries regard the development and utilization of ICTs within their economy and society as a key component of their national vision to improve the quality of life, knowledge and international competitiveness.

As Faye {2000} has pointed out, ICTs are offering even less developed countries a window of opportunities to leapfrog the industrialization stage and transform their economics in to high value-added information economies that can compete with the advanced economics on the global market. Technological innovation has contributed to globalization by supplying infrastructure for trans-world connections. According to Ajayi {2000}, the revolution taking place in information and communication technologies have been the central and driving force for the globalization process. Both developed and less-developed countries can not afford to miss out on the opportunities these technologies are creating.

In practice, globalization benefits those with technology, resources, contacts, information and access to markets. It has a negative impact on the poor. The prediction is that the gap between the new winners and losers within the world economy order dominated by an Information and Knowledge Economies will be much larger than the development gap that now exists between the advanced nations and the less developed nations. African countries are at risk of being further marginalized if they fail to embrace these technologies to transform their economies. As pointed out by the Secretary-General of the United Nations, globalization can benefit humankind as a whole.

At the moment millions of people–perhaps even the majority of the human race–are being denied those benefits. They are poor not because they have too much globalization, but rather that they have too little–or none at all. Many people are actually suffering in different ways–I would say not from globalization itself, but from the failure to manage its adverse effects. Some have lost their jobs; others see their communities disintegrating, some feel that their very identity is at stake {UN, 2000}. The most significant aspect of ICTs and globalization that should concern the developing countries like Nigeria is the fact that it has led to unprecedented inequalities in the distributing of benefits between developed countries and the less developed. Present day globalization is not new because history shows that a similar trend was witnessed in the 19th century and the earlier part of the 20th century {Adeboye, 2000}. What is different is the intensity and the magnitude of the inequalities that it generates.

1.2 Statement of the problem

In all these developments, there is the underlying assumption that globalization is good for all and that its benefits are shared out (even if not equally) all over the world. The more developed countries benefit while the least developed countries tend to remain impoverished and do not share in the benefits. The combined effect of the global fluidity of finance capital, the growth of foreign direct investment, and the emergence of global corporations have greatly undermined the economic and political sovereignty of states–especially the poor ones. It must be emphasized that the so-called globalized world is riddled with imperfections.

First, free trade is far from being free. In developing countries, trade distorting export subsidies and domestic support in agriculture make nonsense of the pretensions to free trade. Likewise, developed countries restrict the imports of labour-intensive products like textiles that would provide a major boost to exports of developing countries. Free movement of persons across national borders is severely restricted. Highly skilled personnel and those who have money to invest can cross borders fairly easily. The story is different for lower skilled people and particularly unskilled labour. These people can hardly move at all. As Onitiri {2001} has put it, you will find many of them in asylum camps in the developed countries, knocking at the gates for a chance to do the most menial job. All of the above point to the indices of digital slavery for developing countries. In effect, what we now call globalization is really a globalization of imperfections: restricted trade, restricted movement and absence of a world authority that can compensate effectively for marginalized areas and pockets of poverty in a globalised world.

The diffusion of ICT into Africa is at a snail’s speed, such that the gap between the information-rich developed countries and Africa continues to increase everyday. Africa has 13% of the world population, but only 2% of world telephone lines and 1% of Internet connectivity measured in terms of number of Internet hosts and Internet users. Consequently most African countries including Nigeria have not been able to reap the abundant benefits of the global information society and the information economy in areas such as education, health, commerce, agriculture, rural development etc.

It is the objective of this paper to evaluate the effects of ICT in the globalization process and examine the emerging concept of ‘Digital Slavery’ as it is affecting developing countries. In addition, this paper will try to highlight and discuss the factors responsible for this concept of digital slavery. This paper attempts to make developing countries aware of and proactively anticipate the trends, consequences and implications as well as devise appropriate response. This paper will, finally, try to assess the benefits of globalization while minimizing the destabilizations, dislocation, disparities, distortion, disruptions and even the concept of digital slavery associated with the current global trends.

ICTs and Globalization

Information Communication Technology is basically an electronic based system of information transmission, reception, processing and retrieval, which has drastically changed the way we think, the way we live and the environment in which we live. It must be realized that globalization is not limited to the financial markets, but encompasses the whole range of social, political, economic and cultural phenomena. Information and communication technology revolution is the central and driving force for globalization and the dynamic change in all aspects of human existence is the key by-product of the present globalization period of ICT revolution. The world telecommunication system, the convergence of computer technology and telecommunications technology into the Information Technology, with all its components and activities, is distinctive in its extension and complexity- and is also undergoing a rapid and fundamental change. The results of this are that National boundaries between countries and continents become indistinct and the capacity to transfer and process information increases at an exceptional rate. The global information communication has been called “the world’s largest machine,” and it is very complex and difficult to visualize and understand in its different hardware and software subsystems. As Kofi Annan {1999} has put it, “the Internet holds the greatest promise humanity has known for long- distance learning and universal access to quality education… It offers the best chance yet for developing countries to take their rightful place in the global economy… And so our mission must be to ensure access as widely as possible. If we do not, the gulf between the haves and the have-nots will be the gulf between the technology-rich and the technology-poor”.

ICTs are increasingly playing an important role in organizations and in society’s ability to produce, access, adapt and apply information. They are being heralded as the tools for the post-industrial age, and the foundations for a knowledge economy, due to their ability to facilitate the transfer and acquisition of knowledge {Morale-Gomez and Melesse, 1998}. These views seem to be shared globally, irrespective of geographical location and difference in income level and wealth of the nation. ICT may not be the only cause of changes we are witnessing in today’s business environment, but the rapid developments in ICT have given impetus to the current wave of globalization.

While trans-national corporations are reaping huge profits from the flexibility and opportunities offered by globalization, the level of poverty in the world is growing. At least, 2.8 billion people in the world, that is 45% of the world population, are living on less than $2 a day {Stigliz 2002}. Africa in particular is hit by the growth of poverty and economic crisis. The use and production of ICT plays an important role in the ability of nations to participate in global economic activities. Apart from facilitating the acquisition and absorption of knowledge, ICT could offer developing countries unprecedented opportunities to change educational systems, improve policy formulation and execution, and widen the range of opportunities for business and for the poor. It could also support the process of learning, knowledge networking, knowledge codification, teleworking, and science systems. ICT could be used to access global knowledge and communication with other people. However, over major parts of developing countries ICT is available only on a very limited scale, and this raises doubts about developing countries’ ability to participate in the current ICT-induced global knowledge economy. There has also been concern that this unequal distribution of ICT may in fact further contribute to the marginalization of poor countries in relation to developed countries, and to disruptions of the social fabric. Hence, one can conclude that the concept of ‘digital slavery’ is inevitable for developing countries as far as ICT is concerned. The wide gap in the availability and use of ICT across the world, and the influences ICT exerts on globalization, raise questions about whether globalization entails homogeneity for organizations and societies in developing countries. It also raises questions about the feasibility and desirability of efforts to implement the development of ICT through the transfer of best practices from western industrialized countries to developing countries, and whether organizations can utilize ICT in accordance with the socio-cultural requirements of the contexts {Walshan, 2001}. Information and Communication Technology development is a global revolution. It has become a subject of great significance and concern to all mankind. Relevant studies have shown that the greatest impact of the ICT revolution will revolve around the ‘Digital Divide’ equation. The most important aspect of the ICT challenge is the need to plan, design and implement a National Information Infrastructure (NII) as the engine of economic growth and development.

Digital Slavery–Reality or Myth?

Slavery is a social institution which is defined by law and custom as the most absolute involuntary form of human servitude. It is a condition in which one human being was owned by another. A slave was considered by law as property, or chattel, and deprived of most of the rights ordinarily held by free persons. But it must be realized that there is no consensus on what a slave was or on how the institution of slavery should be defined. But it must be known that the slave usually had few rights and always fewer than his owner. The product of a slave’s labour could be claimed by someone else, who also frequently had the right to control his physical production. Another characteristic of slavery is the fact that the slave was deprived of personal liberty and the right to move about geographically as he desired. There were likely to be limits on his capacity to make choices with regards to his occupation. At this juncture, one can rightly ask how the above characteristics of slavery fit in to this concept of ‘digital slavery’, which is the theme of this paper. Despite the undoubted benefits offered by ICTs, significant barriers to their effective use exist in both developed and developing countries. These barriers must be addressed to allow realization of ICTs’ full potential. Some barriers may be endemic (e.g. the generation gap, learning processes and gaining experience in ICTs). The developing countries are faced with the problems of poor telecoms infrastructure, poor computer and general literacy, lack of awareness of the Internet and regulatory inadequacy that also hinder other applications of the Internet there. Technological gaps and uneven diffusion in technology are not new. “Older” innovations such as telephony and electricity are still far from evenly diffused – but what may be unprecedented is the potential size of the opportunity costs and benefits forgone by failure to participate in the new ‘digital society.’ Growth in the use of ICTs is highly uneven. There are significant disparities in access to and use of ICTs across countries. Developing countries risk being left further behind in terms of income, equality, development, voice and presence on an increasingly digitalized world stage. The image of globalization as a promise or threat is, in fact, one of the most powerful and persuasive images of our times {Veseth, 1998}. Yet, despite the vast literature on this subject and the ongoing discussion, globalization remains an ill-defined concept. Some view it as the international system that has succeeded the end of the Cold War, while others prefer to continue using the term “internationalization” to describe the current changes in the international economy. Though there is some agreement among scholars and experts that globalization is producing greater interconnections and interdependence, there seems to be little consensus on the degree of integration it engenders and on its pervasiveness. Different views have emerged on this issue.

As way of simplification, four different positions can be accounted for: “The first identifies globalization with an increasing homogenization within the global system, which would ultimately lead to assimilation. The second–the ‘strong globalization view’–contends that homogeneity remains highly unlikely within the global system, but that a range of qualitative and quantitative changes have combined to introduce a new condition, or set of processes, into world affairs that warrant the novel term ‘globalization’. The third position–the ‘weak’ globalization perspective–maintains that many of the undoubtedly important developments of recent decades signal a significant increase of internationalization within the international political economy that has complex but variable consequences for politics, economics and society, but that has not ushered in a distinctively new era in human affairs. The final-rejectionist–position defends the view that nothing of any great or irreversible significance has taken place” {Jones, 2000}. Most observers have dismissed the most radical views, i.e. that globalization is leading to assimilation or that it is not upon us. The crucial debate is thus between the “strong” and “weak” globalization positions.

In the midst of the worldwide economic boom, reports documenting modern-day slavery come from every corner of the globe. From Bangladesh to Brazil, from India to The Sudan, and even in the U.S., there are more people enslaved today than ever before in human history {Britannica, 2003}. As indicated in the earlier part of this paper, globalization always produces winners and losers. In all cases, those who win are those who trade in goods and services characterized by increasing returns. The pace and structure of globalization is usually dictated by the winners. In the late 19th century and pre-first World War years, it was driven by colonialism and gunboat diplomacy. The current one is driven by more subtle ideology propagated by the international financial institutions and the world trade organization through the influence of ICTs. It must be emphasized that trade liberation should lead to greater benefits for all if the free movement of goods and services is extended to the physical movement of people. In contrast, what happens is that it is driven by multinational corporations that locate different stages in the production/value chain in different parts of the world. It must also be realized that it is these multinational corporations that are the most important vehicles for transferring technology around the globe. Location is determined by cost advantage. The result is minimal inter-firm and inter-industry trade and integration. Labour migration, which helps to equalize factor costs in previous episode of liberation, is restricted to the highly skilled-computer software and hardware engineers and programmers. As Mule {2000}, observes, “In theory globalization can have a positive impact on agricultural growth. In practice globalization benefits those with technology, resources, contacts, information and access to markets. It has a negative impact on the poor”. As Adeboye {2002} has revealed, much of the financial flow-over, 60 percent is speculative rather than developmental. What is really stated is the fact that globalization has always led to the de-industrialization of losers at the expense of winners. For example, China and India were just as industrialized as parts of Europe at the start of the first globalization. The manufacturing sectors of these economies vanished with Britain’s market penetration following colonization. United States and European market penetration seems to have done the same thing to the economies of the south in the current round of globalization. Developing countries’ export concentration is also very high. They not only trade in low value-added goods and services, but also they depend on one or a few export commodities for their export earnings. This aids greater marginalization. From the above, one can rightly say that the concept of ‘digital slavery’ in the 21st century is becoming a reality for the African countries. The main effect of the transformation engendered by globalization is that certain parts of the world, the developing world in general and Africa in particular, are being increasingly marginalized and subjected to the hegemonic control of the main actor on the world scene. It must be pointed out that the West has driven the globalization agenda in a way to gain disproportionate share of the benefits at the expense of the developing world.

In our contemporary world, many countries, which incidentally are geographically located in Europe, North America and parts of Asia, are highly industrialized, and they have an edge in modern science and technology. They also show similar patterns in level of wealth, with a stable governance structure. On the other hand, we have many countries, which are geographically located in Africa and most parts of Asia, that have not shown much improvement on most fronts of development, especially when considered on a global scale. They are characterized by war and famine, and corruption is seriously affecting the development and functioning of the public infrastructure. By this, one can say that all these factors are seriously aiding the concept of ‘digital slavery,’ which is seriously threatening African countries. The most significant aspect of globalization that should concern us in Africa is the fact that it has led to unprecedented inequalities in the distribution of benefits between the developed countries and the less developed. Present day globalization as earlier noted, is not new because history shows that a significant trend was witnessed in the 19th century and the earlier part of the 20th century. What is different is the intensity and the magnitude of the inequalities that it generates. In all these developments, there is the underlying assumption that globalization is good for all and that its benefits are shared out, even if not equally, all over the world. By this, it can be assumed that the concept of ‘digital slavery’ in this paper can be termed as a myth because the originators and the inventors of ICTs, which are the developed countries, allow and encourage the benefits of globalization to be shared throughout the world. It is also argued that ICTs as a great social leveler, can erase cultural barriers, overwhelm economic inequalities, and even compensate for intellectual disparities. High technology can also put unequal human beings on an equal footing, and that makes it the most potent democratizing tool ever devised. But it is hardly realized that globalization benefits different countries differently, the more developed countries taking the lion’s share of the benefits while the least developed tend to be impoverished and by-passed by the benefits. It may be said that two different worlds co-existed. One was the world of the rich nations whose population had ample access to education, health services, clean water, unemployment benefits, and social security. The other one was the world characterized by abject poverty with a lack of education, no access to health services and a lack of basic infrastructures to deliver social services. The combined effect of the global fluidity of finance capital, the growth of foreign direct investment (FDI), and the emergency of global corporations has greatly undermined the economic (political) sovereignty of states especially the poor ones. It is necessary to highlight certain pertinent issues that must be addressed in any discussion on globalization. UNDP in 1999 reproduced figures to show that the gap between the richest and the poorest countries in per capita income terms was only 3:1 during the dawn of the Industrial Revolution in 1820, rising to 11:1 by the first episode of globalization in 1913. More recently, it grew to 35:1 in 1950, rising slightly to 44:1 by 1973. After the commencement of the present round of globalization, this figure has acquired a staggering magnitude of 71:1. Accompanying this widening gap is the grave human cost in terms of malnutrition, morbidity and mortality {Murshed, 2000}. It is estimated that those living in abject poverty number over 700 million, the majority of whom are in Sub-Saharan Africa and East Asia. Since the beginning of the 1980s, most African countries have been facing severe economic crisis. Most macro-economic indicators have been pointing downwards. The continent is only the least industrialized part of the world, but is also undergoing de-industrialization {Mkandawire 1991}. Over the past decade, the UNDP human development index country rankings have been showing that 15-20 countries at the very bottom of the list are all in Africa. Moreover, Africa currently has the highest level of debt as a proportion of GDP and it is the only region where food supply is declining. This is the most conclusive evidence of ‘digital slavery’ and marginalization of some groups and nations from the process of globalization. This is why it is important for Africa and Nigeria in particular to be aware of the implications, and be prepared to meet its challenges.

Many researchers have noted that globalization, far from delivering on these great promises, has been responsible for serious destabilizing forces that have been associated with increasing poverty, negative rates of economic development, massive unemployment, and instability of exchange rates and double-digit inflation rates. It was noted that at the international level, the international financial system has been unable to cope with the risks and challenges of globalization. By this, one can say that developing countries especially African countries are gradually drifting to ‘digital slavery.’ The diffusion of ICTs into Africa has been at a snail’s speed, so much so that the gap between information-rich developed countries and African countries continues to widen every day. As pointed out by Stiglitz {2002}, the former Vice President and Chief Economist of the World Bank, it was the decision of the Western countries to keep quotas on a wide range of goods – from textiles to sugar – while forcing the developing countries to open their markets. The West has been subsidizing its agriculture, thus weakening the developing countries’ capacity to compete, while at the same time forcing them to remove their own subsidies, thereby increasing their vulnerability to Western imports. He also recalls how capital markets of developing countries were opened and subsequently subjected to speculative attacks leading to net outflow of resources and the weakening of currencies. From the above analysis, one is tempted to conclude that ‘digital slavery’ as far as African countries are concerned is a reality.

CHAPTER ONE

INTRODUCTION

BACKGROUND OF STUDY

Document in it’s fullest meaning implies any material which contains “hark” symbols or signs either visible, partially visible or invisible that may be presently or ultimately convey a meaning or message to someone or a system: pencil or ink writing, writing or printing on paper is the most usual form.

Like writing the origin (history) of document is not quite clear and certain, but the history of document is as old as human race. Document security is the physical protection involving the guiding of documents and classified papers from loss, unauthorized person, damage, pilferage, theft and compromise through disclosures. Safeguarding vital records (documents inclusive) is one of the most difficult tasks that can be assigned to any employee of a particular organization.

Classified documents needs special and concerned handling. Lack of indoctrination and orientation among personnel handling these document(s) can result in loss, pilferage, leakage, theft and unauthorized disclosure of document. There is no Nation, society, community or organization today that can boost of engaging in business transactions, personal or group oriented undertakings without the use of document. Document is the blood stream of business activities when this is absent intra as well as inter group communication will be hampered and business life will be completely disrupted.

INFORMATION RESOURCE MANAGEMENT

Every document contains information. A business greatest resource is information and it is essential not only in modern living, but also in the administration and exception of most activities, in every enterprises, information basically help to assist it’s recipients in the execution of task hence Management of information is vital.

To perform, it’s satisfactorily necessitate an understanding of information and all the consideration comprising the activities of information administration. Information is needed primarily for two major reasons viz:

·        To provide the basis for decisions

Information can be classified into:

a)       Repetive information: These are generated at intervals of not less than one year e.g. inventory information.

b)      Non‑repetive information: These are special studies made to assist managers.

c)       Operational information: it is the information employed by Operational Managers to plan and carry out daily operations of the

          business.

A classic study in the 1950’s by Simon et al, identified three attributes of accounting information as follows

i)        It should be useful for score keeping, seeing how well the organization is doing overall.

ii)       It should be useful for attention ‑ directing; indicating problem that need to be investigated.

iii.      It should be useful for problem solving a means of evaluating alternative responses to the situation in which the organization find itself.
