INTRODUCTION
BACKGROUND OF THE STUDY
Secretaries can be founding many areas of employment such as government establishment, industries, commerce, charity organizations and are services of all these, it is perhaps industry which has most to gain by employing the best secretaries and most at loss in employing poor ones.
In the recent time government establishments have seen many changes. One aspect of this change is the increased foreign competition brought about such things as improved freight facilities.
Another significant factor in public establishment has been the extensive use of computer systems which has to reduction in routine paper work. These two elements have combined together to heighten the rivalry between business organizations. Each wants to excel at the expense of its problems which have to be financed by fever and better staff within the organizations concerned. A careful selection process is possible for each vacancy advertised; there is a wealth of suitable applicant.
The secretary, like the chameleon has to adapt to her surroundings, she has to master new skills such as operating word processors and computers. Telex and electronic mall have becomes part of everyday life for her and the business letter does not occupy as much of her days as it used to be in the past. The secretary today is finding less of her time being spent behind the typewriter and more time being spent attending to other aspects of her work.
Historical Background Information of Osun State Polytechnic, Iree.
This history of Osun State Polytechnic, Iree dated back to 1981 when the campus was one of the four satellite campuses of the polytechnic, Ibadan Following the creation of Osun State in August 1991, it became necessary for the new state to have her own Polytechnic. Government therefore decided to establish Osun State Polytechnic, Iree in the state to cater for the educational needs of the citizens.
The bill establishing Osun State Polytechnic, Iree was assented to by the first Executive Governor of Osun State, Alhaji Isiaka Adetunji Adeleke on 12th October, 1992. by that act of Government, Osun State Polytechnic, Iree became a successor to the Iree satellite erstwhile campus of the Polytechnic, Ibadan. Similarly Osun State College of Technology Esa-Oke was established as a successor to the Esa-Oke satellite campus.
The state had a mission for the institutions. The mission was to rationalized the courses between the two sister institutions with orientation towards commerce. Science and Technology at Iree while Esa-Oke was marked for Engineering and Environmental Studies.
However, in view of the advice given by the NBTE that Polytechnic should offer core courses in Engineering, the vision is being revised along that line, plans are therefore in the pipe-line to introduce engineering and environmental studies, at Iree viz: – Faculty of Science and the Faculty of Engineering.
The institution has an imposing library block which serves the academic interest of both staff and students. It keep a fairly sizable number of books for it’s and reading public. Plans are underway to increase its book stock and services particularly in the areas of provision of photocopy services, photographic services and audio visuals.
The institution also has a health centre where staff and students receive medical care. However, serious cases are referred to hospitals at Iree, Ikirun and Osogbo. The works and the services department located near the institutional structure and equipment and provide municipal services e.g. water, electricity etc to staff and students.
With this humble and beginning, management will appreciate the contributions and sacrifices of all staff, students, and the general public at large to an orderly and progressive of development of this young institution.
The environment provides adequate challenges to all concerned and it is our hope that we would all been working together for cooperation, understanding to build osun State Polytechnic, Iree into enviable edifice.
1.1 Statement of the Problem

The training prospects of the secretary in a public establishment.
The occupational mobility prospects of the secretary in a public establishment.

1.3 Purpose of the Study
In many of our national Institutes of learning today there are few candidates applying for the secretariat studies. Those who are eventually admitted for the course are mostly faced with a lot of problems before they can become secretariat.
It is the purpose of this study however to find out whether the course provides job satisfactions in term of salary, promotion, frige benefits. The study plans to find out what secretarial practice include in Nigeria offices.
1.4 Significance of the Study
The study will discuss extensively why few candidates apply for secretarial studies. It will also reveal the job opportunities for secretaries in public establishment. However, the coverage of the topic will be incomplete if a look is not made into the social psychological, educational and economical importance of the topic in chapter two of the project.
1.5 Delimitation of the Study

CHAPTER ONE
INTRODUCTION
BACKROUND TO THE STUDY
Shorthand is the art of representing spoken sounds by written signs pitman shorthand provide a ways of representing every sound heard in English words.
Samaha (1973: 112) defines shorthand as a method of writing rapidly by substituting characters, abbreviations, or symbols for letters, words or phrases.
Isaac pitman published the first edition of his shorthand system in 1837. He spent half a century improving it, and the great work has since been continued by several generations of expert writer and teachers.
Millions have used this system as a means of earning a livelihood, and today, throughout the world wherever accurate and immediately legible recording of spoken English is reguired in parliament and congresses of every size.
Isaac pitman devised his system after profound and epock making study of the phonetic structure of the English language. The system is a result of his scientific analysis. Systems before pitman and even systems in use today, could achieve speed only through the laborious memorization of hundreds of special forms and arbitrary abbreviations. In pitman shorthand speed and facility of writing and safety of reading are achieved by following a coherent and comprehensive scheme: each individual sound has its signs and sounds of the same family have signs with an appropriate family likeness, after a little practice the signs seen to produce themselves like snapshots from the sounds and the sounds themselves seem to speak from the written page.
Historians date the beginning of shorthand with the Greek historian xenophobe, who used an ancient Greek system to write the memos of secretes. In the fourth century B.C Marcus Tulluis Tiro, a secretary to the Roman Orator cecero, invented a shorthand system called Tiroman According to stoddard and scalter good (1983:93) the time that Tiro invented his system was not quite clear and some people so as far as to say that he stole a system used in Greece. However, most agree that Tiro’s notes were the first organized system that enabled a writer to take down notes as fast as they were said.
Although, shorthand writing has undergone many modifications since its invention, the gregg and pitman methods are the beast known system using symbols. About 1913, shorthand written by machine was introduced and Gregg simplified version of shorthand written by machine was introduced in 1949 revised in 1963) and in the latter part of 20th century, the use of shorthand machines became widespread.
In 1973, institute of management and technology started offering secretarial study as a course.
In 1989, the N B Y E introduced advanced transcription in the curriculum and course specification studies lectures in this department relied on dictation and general principles and techniques of writing and subsequently transcription in type writer. Shorthand and has been the bare of most students. Shorthand as the name suggests spells terror and doom to the students with exeption of a far.
The pitman organization has carried out series of research and emerged with some teaching methods, techniques and even the publication of books, programmed to enable students so through this course with minimum rata of failure. However the government infura approved several commercial schools and colleges where shorthand is being taught attend extra classes in the evening. Like institute of management and technology, students are being divided into groups to create attentiveness and interest from the students.
Inspite of these the problem of high rate of failures in shorthand still persist.
1.2 STATEMENT OF PROBLEM
Shorthand in business today is basically English. Writers/ students in this country have had to endure lots of problems in the writing of shorthand due largely good facilitators ignorance on the part of student etc. this leads to the high rate of failures in shorthand.
The problem of shorthand is not hinged on the subject propert. Most students come in with already ill convinced belief that shorthand is a difficult subject; every subject is difficult, and there are experts in all subject. This has been identified as contributory toward students high rate of failures in the subject, shorthand like mathematics is expected to have its peculiar methods and problems among others. Student ill-convinced motion that shorthand is a difficult subject inflicted a lot of psychological damage to their understanding of shorthand. It gave rise to many needs and imagined problems which hinder the much desired progress in shorthand. Some students are interested in the course but when they encounter minor problems, their interest fizzle out, the high rate of failures in shorthand is also due largely to the fact that students treat shorthand like any other suject. They study only at the approach of an examination (i.e. when it is already too late to get the skill and the speed students should know from the earlier stage that shorthand is a delicate subject and must be learned with assurance confidence, and consistent studying habits. It is not learned with nervousness.

The study is contributing to the remedy of high rate of failures among the students . it will help education planners to find lasting solutions to the problems created by the by the subject to students there by improving their performance in the subject and creating more positive altitude towards it.
The study shall also be beneficial to new intakes who are about to commerce studies in shorthand. It will help them to have the right altitude and orientation in the field of shorthand. .A hundred and twenty questionnaires were distributed among students from abraham adesanya polytechnic. Interviews and surveys were also conducted.
Primary and secondary data will be used in the analysis. Tables and percentages will also be used as the instrument of analysis
It will be observed therefore that english language skills have a strong and significant positive impact on productivity of secretarial students in higher institutions

INTRODUCTION
1.1 Background of the study
The research work focus on the English language skills needed by secretarial students in Higher Institutions. A case study of Osun State Polytechnic, Iree. The population of this research work comprises the total number of 54 students. The sample of the study consists of 27 students. And researcher use various textbooks and oral interview and a well structured questionnaires were formulated and administered. Four researcher questions were used for this study (i) What are the spelling skill needed by secretariat students? (ii) What are the speaking skills needed by secretarial students? (iii) What are the literary appreciation skills needed by secretarial students? (v) What are the punctuation skills needed by secretarial students? The findings from this research question are (i) no English language spelling skill is too insignificant to influence secretarial students’ prospects (ii) speaking skill is just as important as spelling competences of English language (iii) literary appreciation skill language can contribute significantly to secretarial students’ prospects (iv) many punctuation skill needed by secretarial students. Recommendation were made that English language skill must be introduced into the curriculum of all secretarial and computer related courses. And it was conducted that English language skill is important that even the most insignificant English language skill can unexpectedly turn the table in a negotiation, interview or contest. The four English language skills are indispensable to successful performance of secretarial students.
There may have been previous researches in this subject. This work gives further explanations and analysis in english language skills needed by secretarial students in higher instituions (a case study of abraham adesanya polytechnic)

ABSTRACT:
This work discusses the effects of computer in secretarial studies. A hundred and twenty questionnaires were shared amongst selected secretarial studies students. Interviews and surveys were also conducted.
Primary and secondary data were used the analysis. Both frequency distribution and regression analysis were used.
It was observed therefore that computer has a significant positive impact in secretarial studies. Also, there is a strong and positive relationship between computer and secretarial studies.
