The reliability of the instrument was ascertained using Cronbach Alpha which yielded an overall reliability index of 0.79. The researchers together with five research assistants collected data for the study and a 94 percent return rate was recorded. Mean and standard deviation were used to answer the research questions. The findings of the study revealed among others that the principals of public and private secondary schools differ in utilization of teaching facilities in the areas of mandating teachers to use the recommended text books available in the school library for their instructional delivery and inspecting teachers’ ICT usage.
