IMPACT OF FREE SUBSIDIZED SECONDARY SCHOOL EDUCATION ON THE LIKELIHOOD OF TEENAGE MOTHERHOOD
ABSTRACT Several countries in sub-Saharan Africa, includi ng Kenya, have introduced free/sub si dized seco nd ary educ a tion. This paper exami nes the role of these free/subsi dized edu ca tion pol i cies on teen age moth er hood. To iden tify the causal effect, I exploit the timi ng of a national reform in Kenya that elimi nated/sub si dized sec ond ary school fees using a dif fer ence-in-dif fere nce esti ma tion design. Using the 2014 Kenya Demographic and Health Survey (DHS), I estim ate that the likelih ood of teen age moth- er hood decreased by approx i ma tely 5 per centa ge points after the pol icy’s implementation. This study reite r ates that the teena ge period is crucial in terms of develo p ing human capi tal through form al schooling. In most develo p ing countries, pare nts often deter mine and fund human capi tal, which makes househ old wealth/income a criti cal fac tor in human cap i tal accu mu la tion and its inter gen er a tional pro cess. I also high light pos i tive exter nal i ties from edu ca tional-cen tered pol i cies, such as long-term eco nomic growth, pov erty reduct ion, and reduction of social welf are depen dency.
