IMPACT OF INTELLIGENCE GATHERING ON SECURITY THREATS IN NIGERIA
Abstract
Intelligence gathering plays a pivotal role in addressing security threats and maintaining stability in any nation. This study investigates the impact of intelligence gathering on mitigating security threats in Nigeria, a country grappling with challenges such as terrorism, banditry, cybercrime, and communal conflicts. Using a mixed-methods approach, the research examines the effectiveness of current intelligence systems, evaluates their contribution to proactive threat prevention, and identifies gaps in implementation. Data were collected from security agencies, policymakers, and local communities through surveys, interviews, and secondary sources.
The findings reveal that while intelligence gathering significantly enhances the ability to predict and respond to security threats, issues such as inadequate resources, poor inter-agency collaboration, and politicization undermine its effectiveness. The study highlights the importance of adopting advanced technological tools, fostering community-based intelligence, and improving capacity-building initiatives for security personnel.
By addressing these challenges, intelligence gathering can serve as a cornerstone for a comprehensive security framework, contributing to national stability and safety. Recommendations are made for strengthening institutional frameworks, enhancing real-time information sharing, and integrating intelligence-driven approaches into security operations. This study provides critical insights for policymakers, security agencies, and researchers aiming to improve security management in Nigeria.

Introduction
1.1 Background to the Study
Intelligence gathering is a fundamental component of national security, enabling the identification, analysis, and prevention of potential threats. In Nigeria, the escalating issues of terrorism, insurgency, banditry, cybercrime, and communal violence highlight the critical role of intelligence in maintaining national stability. Agencies like the Department of State Services (DSS), the Nigerian Police Force (NPF), and the Nigerian Armed Forces are tasked with gathering actionable intelligence to counter these threats. However, gaps in resource allocation, inter-agency collaboration, and technological capacity often hinder the effectiveness of intelligence operations.
This study explores the nexus between intelligence gathering and its impact on mitigating security threats in Nigeria. It examines the mechanisms employed by security agencies, evaluates their efficiency, and investigates the challenges they face in an evolving threat landscape.
National security is meant to uphold critical national values, especially values related to survival, self-preservation and collective advancement. Expectedly, the National Security Policy of Nigeria since 1960 has been tied to the issue of dealing with the problem of external aggression and addressing the problem of internal upheavals. Under such arrangement, the state and military power were the main focus. However, while the rest of the world now recognizes other variables that affect national security, Nigeria continues to adhere to an outdated model of national security. Nigeria is Africa’s most populous country with a population of over 190million. With such a large number of people, security challenges are inevitable. Also expected is a proper response from law enforcement to ensure the security of lives and properties. This is a statutorily imposed duty on law enforcement agents, and a right guaranteed to the citizens of Nigeria. Surveillance and intelligence gathering are some of the sophisticated methods that law enforcement authorities use to tackle security challenges. These help them to gather information sufficient to prevent a crime that is yet to be committed, intervene in one that is being committed or investigate a crime that has been committed.
Intelligence serves as an essential instrument of statecraft, offering crucial alerts regarding potential threats to policymakers, thereby safeguarding a nation from unexpected military assaults. As an organized entity, intelligence can mitigate imminent dangers to a country by delivering timely and processed information to those responsible for national security decisions. This is accomplished through the covert gathering of information regarding the actions, policies, and capabilities of other nations. The intelligence collected, which holds significant relevance for national security, is analyzed and disseminated to facilitate informed action (Akintoye & Ayi, 2015). Consequently, the primary function of intelligence is to bolster actions deemed necessary for advancing national interests. Intelligence is a fundamental component in the success of various human endeavors, including business, governance, and military operations. Within military contexts, intelligence is crucial for directing operations; accurate intelligence significantly increases the likelihood of operational success. The current state of insecurity in Nigeria is escalating, with a rising number of individuals engaging in criminal activities that are becoming increasingly ruthless, desperate, and sophisticated. Since the onset of the current democratic era in Nigeria, new forms of violent crime have emerged, such as kidnapping often targeting affluent individuals for ransom, pipeline vandalism, Boko Haram bombings, sexual assault, political violence, and more.
1.2 Statement of the Problem
Despite significant investments in security, Nigeria continues to grapple with recurring and evolving security threats. The ineffectiveness of intelligence gathering systems is often cited as a key factor contributing to the escalation of these threats. Challenges such as inadequate funding, outdated technologies, corruption, and the lack of inter-agency cooperation undermine the ability to preempt and counteract security breaches. This study seeks to address these issues by examining how intelligence gathering affects the management of security threats in Nigeria.
