PARTICIPATORY BUDGETING AND FINANCIAL ACCOUNTABILITY IN NIGERIA

ABSTRACT

The study set out to investigate the relationship between participatory budgeting and financial accountability formed on threefold objective namely: evaluate participatory budgeting in local government; establish the relationship between participatory budgeting, community awareness, and monitoring and evaluation; establish the relationship between community awareness, monitoring and evaluation and financial accountability; and establish the effect of participatory budgeting, community awareness and monitoring and evaluation on financial accountability.

The study used the quantitative research approaches. The cross sectional research design was used. A sample size of 165 respondents was used in the study. A Questionnaire was

used as primary instrument. And data collected was analyzed using

a computer programme of Statistical Package for Social Scientists.

The study found that stakeholder’s consultation, information sharing and articulation of priorities were found to comprise participatory budgeting. Community awareness and monitoring and evaluation were also found to influence both participatory budgeting and financial accountability. Fiscal reporting and adherence to fiscal procedures were found to comprise financial accountability. The descriptive analysis showed that monitoring and evaluation was favourable for participatory budgeting and financial accountability to exist and there was a significant correlation between all the variables.
